Github Action complains about no access to bash and git

**Describe the bug**
My freshed installed github action (running on self-hosted, not sure related) complains it doesn't have access to create a branch and commit starting from a GH issue.

It is really weird because when I create an issue and ask to check available tools and ask to commit a document it does work. But some of these issues stop with the message what I should do to commit the changes. However, because it's an implementation of a feature on a github runner, I can't do this (no access to the machine to do this) and thereby losing my tokens.
