Add a way to disable progress tracking

We are following the auto review example to catch bugs and issues in newly created pull requests.

When a PR is created the owner gets a notification about the bot working on the PR. It would be nice to have an option to delay the comment creation until the bot found issues or skip the notifications somehow.
