Translation helper

For docs which don't currently have an existing translation to import, it would be a good idea to create a script to copy the existing English docs to another language's folder for translation.

Start by locating the documentation folders and any existing translation-import tooling. Define the script's input and destination language-folder behavior, then verify that English documentation is copied without overwriting an existing translation; the issue names no files or tests to run.
