[Multimedia] Audio Recorder and Audio Player rewrite

Here is what I want to do to resolve this and make it reviewable in smaller chunks:
- [x] New audio recorder view i.e. #19908
- [x] New audio player for multimedia I want to make it more intuitive by giving waveforms here

- [ ] Trying keep the logic decoupled as much as possible so that its reusable in reviewer some of what I have already done in #20404, and #19777, and extracting audio recorder as common class in #19911
- [ ] Write tests for all of the above that involve logic related to player and recorder
- [ ] Remove old code and update the recorder and player usage in both multimedia package and new reviewer package
