This issue exists as a placeholder to establish a common pattern for progress notifications in the ViewModel.
Likely via getting PR #17804 listed as high priority, discussed, reviewed and merged.
Being unable to use `withProgress` from the ViewModel unnecessarily complicates a lot of code.
In particular, it'd have been useful when refactoring the `DeckPicker` in #18886, and in the CardBrowser refactor.
