Selecting child decks requires more taps in the hierarchical deck selection dialog

After the above comment, the deck selection dialog was modified to match the expanded/collapsed status in the deck picker. However, this is not always ideal.

In the deck picker, I keep the decks collapsed because I always choose the parent deck to study.

However, when adding or moving cards, I want to choose specific subdecks because I have different settings (e.g. new card limits, FSRS parameters, etc.) for them.

So, I propose remembering the expanded/collapsed status of the deck selection dialog separately instead of matching the status in the deck picker.
