Dockerize OSP Web Application

As a developer,
I need a way to run the app using Docker,

so that I can quickly setup my dev environment without any hassle and focus more on writing code.

## Acceptance Criteria
- [ ] Create a Dockerfile and Docker compose file to run the project using one command
- [ ] Update project readme with instructions on running the program using Docker.
