Roadmap: snipshot power-CLI

Umbrella tracker for snipshot's roadmap.

**Direction:** a focused, best-in-class *terminal* tool (no web/service/extension surface). Weighted toward **output aesthetics**, **input & integrations**, and **robustness/performance**.

Vendoring Monaco locally (#6) removes the CDN dependency **while keeping Monaco's built-ins** — its diff editor (#12) and decorations (#11) — rather than reinventing them.
