Release notes are not copied over to RC branch during the patch release

In RC period we have 3 active branches:
- main
- rc (currently 14.0.x)
- patch (currently 13.3.x)

During the patch release (13.3.x), the release notes are added to the patch branch (via an auto-generated PR) and later on, the release script also creates a release notes PR for the main branch. However, there is no automated PR created against the RC branch. It'd be great to have an auto-generated PR against the RC branch as well.
