Research direction

Start by reproducing the behavior in the linked angular-mat-a repository using Chrome on Windows, comparing disabled a[mat-button] and a[mat-menu-item]. Trace the Angular Material menu-item and button behavior; done means a disabled mat-menu-item no longer exposes link options or permits navigation, matching the disabled button behavior.
