feat(cdk/table): add footer-cell to text-column

### Feature Description

I have a `matTable` which includes a footer-row.
I would like to use the `mat-text-column`. However, it does not support a footer-def.
Therefore I would like to suggest adding a `footer-def` to the text-column. The footer-cell could also get a `footerText` like it is used for the header-cell and maybe be optional.
