#### What is the expected behavior?
The stepControl attribute of the CdkStep/MatStep classes should be castable to/assignable from a FormGroup or FormArray.
#### What is the current behavior?
`Conversion of type 'FormControlLike' to type 'FormGroup' may be a mistake because neither type sufficiently overlaps with the other. If this was intentional, convert the expression to 'unknown' first.
