Support blocking scroll on all scrolling containers via Overlay ScrollStrategy

cdk overlayConfig scrollStrategies.block() not working

I expected It function block other scrollable at active overlay.

Partially acted
app serve -> working in only chrome
prod build -> not working in any browser

The issue names no files, tests, or entry points. Start by reproducing the failure with cdk overlayConfig scrollStrategies.block() in both serve and production builds, comparing Chrome with other browsers. Done means blocking works for all scrolling containers while an overlay is active.
