host pings but system does not find it. from same mac computer

ping 38.95.11.253, it does ping from the same MAC. The tool does not see it.
**To Reproduce**
Steps to reproduce the behavior:
1. Go to '...'
ping 38.95.11.253
3. with the tool, scan 38.95.11.0.24
4. if .253 is red, right click and choose scan
5. it should find it because It pings from the same box.
