Apply settings for all users in Windows installs

Hello, I was wondering if it's at all possible to have any settings automatically applied for all users on an install in Windows. I have an install of this in a setting that is non-persistent, so if updates are run they'd just revert on the next use and would prefer to be able to just cut off a setting like check for updates for anyone on the system, I see that all settings are saved to HKCU\Javasoft\ipscan, but this is for each individual login and I cannot find a way to just have particular settings carry over for anyone that logs in.
