### Description
[nanobind can target stable Python 3.12+ ABI](https://github.com/wjakob/nanobind/blob/cee104db8606797a63752d2904b2f2795014a125/cmake/nanobind-config.cmake#L364). Use it to build wheels compatible with Python 3.12+.
