Add Powershell Scripts for Starting and updating the notebooks

**Is your feature request related to a problem? Please describe.**

It would be ideal to have Powershell variants for the `start_jupyter` and `update_notebooks` scripts for the CACs so they don't have to go through the `git bash` terminal middle-man. It would also be useful for users on Windows.

Powershell equivalent scripts which work exactly the same as the bash scripts.

**Describe alternatives you've considered**

Keep using the bash scripts I guess.
