Research direction

Start by reproducing the failures in the linked Bazelisk incompatible-flags CI builds for OpenJDK 11 and 8, then inspect the Android testing setup affected by --incompatible_load_python_rules_from_bzl. Done means Android Testing continues to pass with the flag enabled before Bazel 1.2.1; the issue provides no file or test path.
