@RequiresDevice annotation not working

Steps to reproduce:
1. Download one of the example test projects
2. Add @RequiresDevice over some test.
3. Run tests on emulator (API 23 x86)

Expected result:
Test with @RequiresDevice should NOT start on the emulator
Actual result:
Test with @RequiresDevice starts on the emulator

Start with one of the example test projects and reproduce the issue using @RequiresDevice on a test running on an API 23 x86 emulator. Trace the annotation's test-device handling and verify that the annotated test no longer starts on the emulator while still running on a physical device.
