In Samsung Galaxy S6 the video result has a green flickering and glitching effect. I think it's probably related somehow with SurfaceView, I've tried and old implementation using TextureView and it does not have this issue.

No source files or tests are named. Reproduce the recorded-video glitch on a Samsung Galaxy S6, then compare the Camera2Video SurfaceView path with the older TextureView implementation mentioned in the issue; done means recorded video no longer shows green flickering or glitching.
