## Problem

The Store product and its assigned identity values are prerequisites for a valid MSIX manifest, but they have not yet been established as Draft Omen packaging inputs. Packaging must not guess the product name, package identity, publisher, supported Windows target, or version mapping.

## Proposed change

Use the maintainer's Partner Center developer account to create an **MSIX or PWA app** for Draft Omen and reserve the final product name. Capture the Store product ID and the exact package identity values supplied by Partner Center. Decide and record the initial free/public Windows Desktop, x64 architecture, minimum Windows version, and monotonic four-part MSIX version mapping before package implementation starts.

## Acceptance Criteria

- [ ] AC1: A Partner Center **MSIX or PWA app** product exists and the final Draft Omen product name is reserved.
- [ ] AC2: The Store product ID plus the exact `Identity Name`, `Publisher`, and `PublisherDisplayName` values are captured for the packaging ticket.
- [ ] AC3: Free pricing, public discoverability, Windows Desktop targeting, x64 architecture, and minimum supported Windows version decisions are recorded.
- [ ] AC4: A deterministic mapping from the project version to a monotonically increasing four-part MSIX package version is specified.
- [ ] AC5: Required first-submission listing inputs and assets are inventoried, with no account credentials or secrets committed to the repository or posted publicly.
