LLM-VM Does Not Run

**Describe the bug**
When I try to run the code, I get this error:
**This site can’t be reached**
**localhost** refused to connect.
Try:
- Checking the connection
- Checking the proxy and the firewall

ERR_CONNECTION_REFUSED

**To Reproduce**
Steps to reproduce the behavior:
1. Download LLM-VM zip file
2. Unzip file
3. Go to Visual Studio Code
4. Click 'Open Folder'
5. Open the unzipped file
6. Click 'Run'
7. Click either 'Start Debugging' or 'Run Without Debugging'

**Expected behavior**
I expected the code to run.
