IP resolution for proxied trackers

I believe that IPs are resolved for trackers for matching against blocklists, even if they're proxied. There is a hook to handle the DNS resolution, in which case it might be possible to ask the proxy what IP it sees for the tracker, but in the case that you can't or the hook isn't used, what's the correct behaviour? We might be using the blocklist to avoid communication with bad trackers, not just to avoid network activity with them, in which case it's not enough to skip the IP resolution for tracker communications that will be proxied.
