timecode mismatch between Preservation and Access files

We came across a tape that had discontinuous timecode. The Preservation MKV file picked up the change between the first and second section, but it looks like the MP4 picked up the first section and just kept running instead of changing like the MKV did. I've attached the timecode.vtt file
