According to the by-laws, the Board selects one director as Vice-President. I think the VP could also be any other director (such as Secretary), though no logically the President.

From the bylaws:

`The Executive Board may select one director to serve a term of one year as Vice-President. The director so selected shall have such powers and perform such duties as may be delegated by the Executive Board, and shall succeed to the Presidency upon the death, resignation or removal of the then current President.`
