input type=url empty field fails validation

説明
I added a few input type=url fields to a form. There is no data in the field. The field is not marked as required. If the form is submitted, it fails saying "The url is invalid."

**Proposed fix**:
If the field is not required, then value='' could be accepted as a valid URL.
