`generate_pipeline_example` does not work on Windows

Seems to be some sort of unicode decoding error.
We previously missed this issue because we only run `evalml/test/pipeline_tests` in our CI within `git-test-prophet`, which we don't run for Windows. This should be avoided in the future with #4048
