We've seen some [flakes](https://github.com/alteryx/evalml/runs/2570504334?check_suite_focus=true#step:10:157) on our windows unit tests due to a "bad allocation" error coming from catboost.
This issue tracks figuring out why we're starting to see these errors and implementing a solution to prevent them from occurring in the future.
Possible hypotheses:
1. Windows workers are running out of memory
2. Catboost bug on windows
