taxy.el fails to load if shortdoc is loaded

A recent [commit](https://github.com/emacs-mirror/emacs/commit/82882db8edc00f8964e5d4561f9fce6a96b6c336) in shortdoc added a [check](https://github.com/emacs-mirror/emacs/blob/7ce60be53e7ffbc1972dd8e98744adf6103eee9e/lisp/emacs-lisp/shortdoc.el#L489-L490) to the argument `section` of `shortdoc-add-function`.
However, taxy calls that function with `nil`, resulting in an error on load.
