project-root detection is false if the target package is itself in a submodule

Hey,

I was trying to use makem. in my local configuration. Packages are tracked as submodule.
In one of those was I trying to use makem but it tries to go down outside of the packages.sh submodule.

Maybe makem should not go past it's invocation directory?
