Orders get stuck in pendingCancel state.

**Describe the bug**
Orders get stuck in PendingCancel State, and there does not be a way to clear the orders

**To Reproduce**
Create a random buy or sell limit order for a single stock and do it once every 1 minute. Try to patch that order for a new price within that minute until it gets executed. Keep doing it for a whole day and you will probably be able to reproduce your issue

**Expected behavior**
Orders shouldn't get stuck in the PendingOrder state.
