[BrokerAPI] - Increase funding speed for Transfer API call in Sandbox

Waiting 15-20 for funding to be confirmed slows down development.

**Describe the solution you'd like**
Since it's all fake anyway, let transfers be confirmed quickly, in < 1 min. Another option would be to have add an API call that confirms the transfer.
