Add food delete endpoint

As a user,

I should be able to specific food item using a DELETE request to the endpoint /api/v1/foods/:id, where the ID is a valid food item in the system.

The response should return a 204 status and no body in for a successful response.

In the event of a request for a food item that does not exist in the system, the application should return a 404 and a message body like below:
