Update to Laminas Validator version 3

### Description

Migrate the validators in this library to be compatible with Laminas Validator version 3, which was released [in October 2024](https://getlaminas.org/blog/2024-11-18-october-development-news.html).

### Use Case

This library should remain current with Laminas standards so that newer projects can use it. Updating will also allow for fixing #17, and the improved type safety and focus on composition in version 3 should improve developer experience.
