Implementing Local Fork of Algorand Mainnet for Development and Testing Purposes

## Problem
Currently, developers who want to test their smart contracts on the Algorand blockchain must either use the testnet or the live mainnet. While the testnet is great for initial development, it doesn't allow for the kind of realistic testing conditions that can be achieved on the mainnet. However, using the mainnet for testing is risky and could potentially lead to the loss of real funds. In Ethereum ecosystem, developers can create a fork of the mainnet for testing purposes, which provides a realistic yet risk-free environment for thorough testing. I believe that Algorand developers could benefit greatly from a similar feature.

I am not too sure where in the stack of Algorand this feature would fit as I am new to the ecosystem.

While not an immediate requirement, the availability of a mainnet forking feature could potentially make Algorand more appealing to developers and increase its adoption rate.
