Is TestFloodingPeer is causing other test(s) to fail?

TestFloodingPeer is disabled for being "flaky test"
When running by itself, it is passing. However, caused another test to fail on Travis when enabled.

It is possible that TestFloodingPeer is okay, but TestWebsocketNetworkPrioLimit needs investigation.
TestWebsocketNetworkPrioLimit is randomly failing in Travis, and locally.

## Scope/Requirements

Investigate possible interference with other tests.
