After sending the HTTP request to www.google.com, Google geolocates you via your IP address, and redirects to www.google.nl (in my case), or the country it has recorded as being associated with your IP address. [I don´t know if it uses any other methods of geolocation these days, but long ago it mistakenly redirected me to google.de, and I had to file a bug to Google.]
However, you can override this behaviour, and I don´t know at what stage it decides not to redirect you.
Also in my case it offers google.nl in English, but I don't know if it is negotiating on my browser language settings, or a cookie.
