When is the trailing dot added to the dns lookup ?

Though I was not able to definitively find out at which point in the process the trailing dot is added to the dns lookup. But I think it is important to add that step as well.

Not sure if the trailing dot after the hostname to convert it into a fully qualified hostname is added by the browser client before sending the dns query or by the operating system libraries.
