### Issue description
Tooltip options should be available on menu-item.component.
**Current behavior:**
On the left **sidebar > menu-item.component** an major options is missing that's belong to usability and that is tooltip with right position.
**Expected behavior:**
Tooltip options should be available on menu-item.component only when sidebar **state="compacted"** .
