Enable Simultaneous Matching on `encounter_id` and `billing_id` for P21 Data Imports

Currently, P21 data matching is limited to either `encounter_id` or `billing_id`, which may lead to incomplete or ambiguous data integration in cases where both identifiers are necessary for accurate matching. To improve precision and comprehensiveness, we propose enabling simultaneous matching on both `encounter_id` and `billing_id`.
