Local documentation of treatment capacity with time component

Clinicians want to locally document the number of treatment places of their ED along with a time dimension. For example:
- 30 places since 2000
- 35 places since 2018

These structural data points should be stored and editable directly within the UI. Secondly, these data points should be used in the monthly reports to enhance the visualization accuracy in plots.

In short:
- Users can enter and update the number of treatment places and the effective date.
- The UI clearly shows the historical and current capacities.
