[ React Migration ] Create SOS Report page

The request is to create the SOS Report page, ensuring it follows the same pattern and design as the main project. It's important to maintain consistency with the project's structure. Additionally, if possible, we would like tests to be written using vitest in order to achieve 100% test coverage.
