want to add a floating back to top icon

Is your feature request related to a problem? Please describe.
I noticed that back to top icon is currently situated at the footer and to jump to top we need to reach the footer to access this icon.

Describe the solution you'd like
I'd like to add a floating back to top icon which will be triggered or displayed after scrolling a particular offset from the top of the web page.

please assign me this issue under #GSSoc'23
