[FEATURE REQUEST] Adding Hover effect on Scroll to Top button in the Home Page and also changing the Scroll to Top icon

When the webpage is scrolled, a certain point comes when the color of the Scroll To Top button becomes barely visible and also there is no effect of hovering on the Scroll to top button.

**Describe the solution you'd like**
I would like to change the Scroll to Top icon and also add hover effect to it.
