Add HDR effect to image

I would like to request the addition of a native HDR effect implementation in Python. Having a built-in function or module specifically designed for HDR effects would empower Python developers to effortlessly apply HDR transformations to images. This feature would enable the enhancement of dynamic range, preserve details in both shadows and highlights, and create visually appealing HDR effects.

I would like to work on this issue under SSOC 2023. Please assign it to me.
