Apache2 not found error when --version called

If apache2-vhost is run by a user that does not have apache2 in its path, it throws an error that apache2 cannot be found. This is a reproducible error that occurs for me in Debian Wheezy (apache2 is in /usr/sbin/, non-elevated users do not have this added to their PATH by default).
