Description

### Is there an existing issue for this?

- [x] I have searched the existing issues

### What happened?

I'm using `bufferline.nvim` with `scope.nvim` to keep buffers isolated per tab. However, when I reorder buffers in one tab, the buffer order changes globally, affecting other tabs as well. This causes inconsistency when switching between tabs, as the buffers in those tabs are different but still get reorder.

### What did you expect to happen?

Each tab should maintain its own buffer order separately. Reordering buffers in one tab should not affect the order of buffers in other tabs, especially since the buffers themselves are different per tab.

### Config

``` lua
{
"akinsho/bufferline.nvim",
-- version = "*",
dependencies = "nvim-tree/nvim-web-devicons",
opts = {
options = {
show_buffer_close_icons = false,
show_close_icon = false,
diagnostics = "nvim_lsp",
diagnostics_indicator = function(count, level)
local icon = level:match("error") and " " or " "
return " " .. icon .. count
end,
offsets = {
{
filetype = "NvimTree",
text = "File Explorer",
highlight = "Directory",
separator = true, -- use a "true" to enable the default, or set your own character
},
},
},
},
}
```
``` lua
{
"tiagovla/scope.nvim",
config = function()
require("scope").setup({})
end,
}
```
