values should be shown in used/available form instead of available/used

Headline basically says it all. It confuses me. This should be written like a
fraction in mathematics. It's wrong in the overlaid planet info. In the
research category in the information window it correctly says needed (or used)
/ available.
The quick research panel again is wrong, it first writes available, then
needed. Contrarily, the full research window is correct, it writes the needed
ones in the first line, then available ones.

While I'm not completely sure about which order makes most sense, it should at
least be consistent.
