In the original, the morale and population is computed in every 6 hours, not
just every 24 hours. Taxation happens at midnight only.
This gives more emphasis to within-day demands and reduces the effects of
issues only occurring around midnight (e.g., power plant upgrade turns of the
planet and creates huge spike in morale loss.)
