Moved Dominik's request of #269 into separate issue.
Users should be given the ability to scroll the planet screen (and perhaps the
starmap) similarly to the original game. E.g., holding down the right button
and setting up the periodic move vector instead of a pan distance. Same
mechanics as the middle-click scrolling of modern browsers.
